      I just realized that your question is "should" they be allowed. That is asking for an opinion not a law. My opinion is no. Wise people for years have worked hard to eliminate multiple codes and work towards adopting a unform code. A unifrom code leads to better understanding and implementation of the built environment. It is difficult to do business when the rules change from site to site within a few miles.
