The Long Range Planning Department provides many services for the Kenton County community. Three activities comprise the primary areas within which services are provided: the comprehensive plan, small area studies and assistance to organizations.

The Comprehensive Plan- The comprehensive plan is a long-range vision and guide for public and private development in Kenton County. The plan includes such elements as demographics, utilities, land use, transportation and so on. Together, these elements form a guide outlining the existing and potential future development for Kenton County. As per the Kentucky Revised Statutes the Comprehensive Plan is required to be updated as necessary every five years. The Comprehensive Plan Update: 2006-2026 for Kenton County was adopted in December 2006.

Small Area Studies- These studies are a comprehensive approach to planning at a “neighborhood” level. The intent is to take an in-depth look at various elements such as existing conditions, land use, and market potential. One important feature that sets these studies apart from the comprehensive plan is public participation. Public input is more specific to direct needs and desires for an area where residents live, work and play. These studies are attractive to residents and businesses because of the more personalized nature of the planning effort.

Assistance to Organizations- Providing assistance to organizations is a key component of LRP’s ongoing efforts to provide assistance to all citizens of Kenton County. Long Range planning staff assist organizations such as Sanitation District 1, the Kenton Conservancy and school boards as they needs assistance with their various planning projects. The staff also stays on board with all small area study implementation committees to assist them as they work to bring plan recommendations to reality.

Public involvement is an important component necessary for successful plan making. It is through the process of public involvement that our citizens can express their choices, engage with planners and other citizens and be involved with identifying and resolving important community issues. Anyone or any group interested in becoming involved with improving their community should contact a staff member in the long range planning department to see how they can participate.
Zoning includes a set of regulations associated with a piece of property and specifies areas in which residential, industrial, recreational or commercial activities may take place within an area. Future land use recommendations outline the best fit for future development in the County.
The future land use map is a recommendation for how an area or property should be used. In the future when a property develops or redevelops, the future land use map provides a starting point for suggesting how it should be developed.

When a zone change is requested the request is analyzed based on recommendations in the comprehensive plan. If the requested change is not in conformance with the Comprehensive Plan then the applicant is asked to demonstrate one of the following: 

A) That the existing zoning classification given to the property is inappropriate and that the proposed zoning classification is appropriate; or B) that there have been major changes of an economic, physical or social nature within the area involved which were not anticipated in the adopted comprehensive plan and which have substantially altered the basic character of such area.

In addition the comprehensive plan offers guidance on environmental concerns in Kenton County such as hillside and riparian protection, watershed planning and green infrastructure.
